There is nothing Improper with the Muslim reciting ruqyah for himself. That is definitely permissible; certainly it is an efficient Sunnah, for that Messenger (peace and blessings of Allah be on him) recited ruqyah for himself, plus some of his Companions recited ruqyah for them selves.
